Not a dumb idea to secure the panniers a bit extra with a strap. I'm thinking metal racks like these should be able to carry more thank 3Kg each. It's probably just a weight limit Givi set to be in the clear should anything happen to the rack while driving.
Certainly, just trying to prevent law suits me thinks........but they are very robust so i would'nt worry to much, just use a bit of common sense and you'll be fine michan.
