Sand it, few coats of primer and several light coats of paint should do it but if you want a proper job get it powder coated

You could use something like Hammerite I think that kind of paint is a bit dearer than most ordinary paints. If you prep properly it should give a more durable finish.
This reminds me I must do my rack......

Cheers, I have something similar i used on a car for painting over rust. Might try and find a matt black and give it a go.

+1 , neighbour has a sand blasting cabinet , primer then several coats
Will try spraying it i think. Dont have a sand blaster handy, might compromise and try and find some environment-destroying chemicals to help take the paint off and do a proper spray job from scratch.

Hi Skedaddle,
when I did the ground up refirb on my MK2 in 2013 the OEM paint on the rack was badly chipped and water/road salt had got underneath causing it to flake and the ali fluff up = right mess !
So brought a can of Nitromores paint stripper, large dollop of elbo grease and Solvo Autosol and got to work.

I just polish it up when it gets a bit dull, easy peesey job done.

Hi Gdogg,
That came out really well.
Trouble is I don't have the standard rack. Bike came with a different grabrail, luggage rack and a givi plate. And they all look fairly rough. paint is flaking off and its rusted up. I have the givi plate and the side racks off at the moment and want to put em back on but not in the state they're in. Think it will be paint stripper and elbow grease.

If you have an angle grinder this will remove paint in minutes ready for a fresh coat, maybe just a rub over with 400 grit wet and dry after.
I paid less than that a while ago though, check ebay.

04 900 - 92 mk 1 - r 1150 rs - Z550 A1 - 2x bonnies - plastic slug -XL185 - ...not in that order !! (and one or two i don't want / dare to own up to !!)

I had the same side racks as you , the sand blaster certainly helped but I used primer and then hammerite over the top ,but as you can see this is the best website for help as a few carpies have been through the same process , hope all goes well , and remember piccies before and after

My sand-blaster used an etch primer on a frame he did for me, before I painted it with a rattle can filler-primer and topcoat.
However you only have a small area to coat and it is easily repaired so I'd go with Hammerite smooth black after a good rub down (missus). Take the bobbins, bungs and lock hasp off the rack to make the work easier.

I've been fighting this battle for years with my Givi system on my 900 which I ride all year.
- Powder Coating. Expensive and doesn't last in my experience. The coating lifted in the areas where the pannier mounts were bolted to the frame. There's a bit of compression and distortion of the mount here, which is the cause of the problem.
- Cellulose paint. doesn't last again and takes a lot of prep.
- Hammerite Smooth. This works, it must be flexible after it's dried, as the areas where the pannier mounts were bolted to the frame are still fine after two winters. Also preparation isn't vital, they claim you can spray directly onto rust. I actually used rust remover, then rubbed down and primed with a zinc primer. The end result is as good as powder coating visually and way better than Givi's original efforts.

Do not google 'how to spray a rack' unless you have search restrictions in place beforehand.
I would prolly do similar to Matlock, remove and treat rust areas, key in old paint then use a galv coat for primer and finish with either hammerite smooth or similar rust preventative paint.

I have used POR15 on a car Chassis it cures with damp and is tough as old boots
