Looks like it.
If you are back to the casting's bare metal its best to use an etch primer. Can be bought as a spray can too.

is it worth painting or just leave it bare alloy?

I guess it depends on how often you want to be cleaning it up. But it’s a good point, I’ve had plenty of bikes with bare alloy castings. I’d be inclined to paint it just for the look of it - etch primer first though.
My 9er stator cover could really do with sorting out too. I suppose this is the ideal time to get stuck into these jobs.
