Don't think so - does the spigot not lead to a drain screw?
They are a pain cos they made the bowl fiddly to refit

interestiong that ‘collective wisdom’ might eventually identify the function of the extra bit,
but.......
.......it seems that what’s then relevant is that the replacement part contains a ‘something’
that the original didn’t.......is the lack of that ‘something’ on the original an explanation for
some malfunction?......or if not, should that bit be removed (if poss.) before installation,
or was that something mislaid during dismantlement
......and so on

As Studders said Its an overflow from the carb ---When fuel gets above it (carb flooding) It overflows through it and down the overflow tube--Which means the one without will always overflow and the carb wont fill up or someones blocked it off so all overflow will drop onto your engine and go pop when it all ignites.

Interesting, memory coming back now - My original 850 (bought new, 1996 mode) didn't have the overflow tube and would frequently fill the exhaust when standing for a few weeks. The first time I started the engine and the resultant explosion near blew the bloody doors off and caused my sphincter muscle to relax. A later model of carbs I stripped had the brass tube!

.....so presumably, fitting the replacement part, complete with brass tube, might, on its own, work fine with the additional benefit
of making overflow problems less likely ?
.....or would other mods be required, makiing fitting of the replacement part inappropriate ?

I've come across carbs that have a spigot in each bowl and others where there is only one spigot. No idea why though.

Yep, my '99 build 4tx had brass in one and blank in t'other IIRC & I think only 3 screws holding the bowl on. Mine was an unrecorded cat C, so maybe not std.
